Any exceptions to the <br />requirements of this RFP must be included in the proposal. Such exceptions must be <br />included as a separate element of the proposal entitled "Exceptions and Deviations." The <br />Executive Director, in his sole and absolute discretion, may authorize or deny any <br />exceptions. <br />L. The City reserves the right to reject any or all proposals submitted and no representation <br />is made hereby that any contract will be awarded pursuant to this RFP or otherwise. The <br />City reserves the right to waive minor inconsistencies in submitted Proposals. <br />XXIII. CONTRACTOR SELECTION — PROPOSAL AND EVALUATION <br />As a result of this RFP, the City intends to award a contract to the responsible Proposer(s) whose <br />response conforms to the RFP and whose RFP presents the greatest value to the City, all <br />evaluation criteria considered. The combined weight of the evaluation criteria is greater in <br />importance than cost in determining the greatest value to the City. The goal is to award a <br />contract to the Proposer(s) that proposes the City the best quality as determined by the combined <br />weight of the evaluation criteria. The City may award a contract of higher qualitative competence <br />over the lowest priced response. <br />The basic information that each section should contain is specified below, these specifications <br />should be considered as minimum requirements. Much of the material needed to present a <br />comprehensive proposal can be placed into one of the sections listed. However, other criteria <br />may be added to further support the evaluation process whenever such additional criteria are <br />deemed appropriate in considering the nature of the goods and /or services being solicited. <br />The evaluation process may include a two -stage approach including an initial evaluation of the <br />written proposal and preliminary scoring to develop a short list of Proposers that will continue to <br />the final stage of oral presentation and interview and reference checks.
