administrative expenses, and other costs claimed under this <br />Agreement, including those costs incurred pursuant to sub - subgrants <br />executed by Subgrantee, notwithstanding any language contained in <br />the following authorities that might otherwise exempt Subgrantee from <br />their applicability. <br />i. OMB Circular A -102 (Common Rule for State and Local <br />Governments), as codified by the Department of Health and <br />Human Services (HHS) at 45 CFR Part 92; <br />ii. OMB Circular A -110 (Uniform Administrative Requirements for <br />Grants and Agreements with Institutions of Higher Education, <br />Hospitals and other Non - Profit Organizations), as codified by <br />HHS at 45 CFR Pat174; <br />iii. OMB Circular A -122 (Cost Principles for Non - Profit <br />Organizations) as codified at 2 CFR Part 230; <br />iv. OMB Circular A -87 (Cost Principles for State, Local and Indian <br />Tribal Governments) as codified at 2 CFR Part 225; and <br />v. OMB Circular A -133 will apply to audits of fiscal year ending <br />before December 26, 2014. The standards set forth in 2 CFR <br />Part 200 Subpart F will apply to audits of fiscal year beginning <br />on or after December 26, 2014. <br />4. Payment and Whistleblower Hot Line Information <br />a. Subgrantor will issue monthly payment to Subgrantee upon receipt and <br />approval of a certified Expenditure /Activity Report. The Report shall <br />indicate the actual expenditures being billed to Subgrantor for <br />reimbursement for the specific report period. Subgrantee shall submit <br />backup for all expenses, including but not limited to invoices, proposed <br />bids, time cards and payroll register, within 15 days after the month <br />ended; <br />b. If Subgrantee owes Subgrantor any outstanding balances(s) for <br />overpayments, current or previous, the balance(s) may be offset after <br />notice to Subgrantee providing an opportunity to present any valid <br />objection to the offset; and <br />c. Whistleblower Protections — The HHS office Inspector General (OIG) <br />maintains a toll -free number (1- 800 -HHS -TIPS [1- 800 - 447 - 8477]) for <br />receiving information concerning fraud, waste or abuse under grants <br />and cooperative agreements.
