Management of properties is an integral part of the acquisition process. The tone set by the property <br />management program will potentially impact displacees and will impact neighbors and the rest of the <br />community. Paragon understands the importance of this role and is prepared to manage all acquired <br />properties until the properties are cleared and released for construction. <br />PROJECT IVId'NAGEMENr <br />Upon request by the City, we will develop a Property Management Plan (PMP) for each project. The <br />Plan will include all elements required to guide the property management tasks/issues during the course <br />of the project. It will include policies and procedures relating to coordination with the other members of <br />our team, with displacees still in possession of leasehold interests, with neighbors, with sub -consultants <br />and other City consultants, and with governmental authorities. The PMP will delineate the requirements <br />and procedures necessary to take over and secure the property at close of escrow and to maintain <br />the property prior to and after demolition. It will also outline the process for environmental testing and <br />abatement prior to demolition of structures and define the role of sub -consultant contractors. It will define <br />the property inspection schedule and record keeping requirements for all properties. The procedures for <br />leasing or renting of property prior to being needed for construction of the Project will also be addressed. <br />Procedures for coordinating with the City's other contractors will also be delineated. Finally, we will provide <br />a checklist for lead/asbestos testing and abatement and subsequent demolition. <br />A Property Inventory Report (PIR) will be submitted monthly to the City by the date specified. It will <br />list the properties owned by the City and their status. The PIR will contain the status of interim rental <br />collections, lead and asbestos testing & abatement, board -up, fencing and demolition data. Paragon also <br />will secure the property to protect the asset from trespassers, vandals, or looters. Unless the property <br />is to be leased or rented, utility company notification for shutoff will be made within one working day of <br />close of escrow. As required, we will arrange for pest control, debris removal, and will deal with any other <br />condition noted on a specific parcel as is prudent and necessary under the circumstances. <br />i1I PARAGON � <br />PARTNER` Ufli)i ,T4NDING7OFNEED 13 <br />
