Appendix <br />ATTACHMENT 1 <br />SCOPE OF WORK <br />CITY OF SANTA ANA <br />REQUEST FOR PROPOSALS <br />FOR <br />WASTE DISCHARGE REQUIREMENT COMPLIANCE SERVICES <br />RFP NO.: 15 -072 <br />A. Introduction <br />The Water Resources Division of the Public Works Agency is committed to providing a high <br />quality sewer collection and conveyance system. To pursue this mission, the Water Resources <br />Division is issuing this Request for Proposal (RFP) for Waste Discharge Requirement (WDR) <br />Compliance Services to assist City staff in implementing key WDR mandated programs, <br />including SSMP auditing, maintenance optimization and the FOG control program outlined in <br />the City's Sewer System Management Plan (SSMP) and as adopted in in the Santa Ana <br />Municipal Code Section 39 -56. Continuous and timely interaction with our customers, <br />particularly the food service establishment (FSE) community, is paramount to the successful <br />control of FOG in the sewer collection and conveyance system. The work that will be <br />performed by the selected Consultant is essential to the City's ability to effectively control FOG <br />in the sewer collection and conveyance systems. <br />B. Background & Description <br />The City of Santa Ana is located in the County of Orange in Southern California. The City encompasses <br />27.2 square miles and a population of 325,000 people. There are approximately 1,000 FSEs and about <br />250 are equipped with Grease Removal Equipment (GREs) that require regular FOG control inspections. <br />The City's SSMP can be found on the City's website at httn.//www.santa- <br />ana.org/Rwa/ documents/ SewerSystemManagementPlanSSMP2014 .pddf . <br />The Water Resources Division is a part of the City's Public Works Agency and oversees and maintains <br />the daily operations of the public water system and sanitary sewer system. The City of Santa Ana's <br />water system is comprised of approximately 444 miles of water main, 45 MG of storage at 5 sites, 7 <br />Metropolitan Water District connections, 21 groundwater wells, 7 pump stations, 4 pressure regulating <br />stations and utilizes 2 pressure zones. The City's sanitary sewer system has approximately 8,000 <br />manholes, 390 miles of sewer mains and 2 lift stations. The sewer system collects all sewage and <br />transports it to the Orange County Sanitation District for treatment. <br />The Water Resources Division administrative and engineering section is comprised of 2 members and is <br />tasked with overseeing the implementation the SSMP including the FOG Control Program. Public <br />Works Agency staff members perform about a quarter of all FSE FOG inspections but the bulk of this <br />work has historically been performed by contract consultants. <br />C.
