2. FOG Program Mana ement. <br />The Consultant shall collect, organize, and manage the FOG control program data. The current <br />and existing database shall be maintained and updated. The Consultant shall provide monthly <br />inspection reports and include the following: number of inspections made during the period, <br />findings (i.e. out of compliance, follow -up inspections, etc.), provide recommendations and <br />assist the FOG Manager with follow up documentation and technical expertise. The Consultant <br />shall coordinate meetings with the FOG Control Program Manager to evaluate and prioritize <br />required activities. The Consultant shall be available during normal working hours, after hours <br />and weekends to provide assistance as required. <br />The consultant must be able to maintain the FSE inventory and maintain a schedule that <br />prioritizes FSE inspection frequencies based on FOG production, compliance history, elevated <br />maintenance location relationships, and sanitary sewer overflow history. <br />The Consultant shall coordinate with the City to establish all inspection schedules and tasks <br />related thereof. These schedules will be coordinated in conjunction with City Staff and FOG <br />inspectors. Additionally, the consultant shall provide outreach material, educate and train City <br />personnel performing Food Service Establishment (FSE) Inspections. <br />The Consultant shall be able to append Orange County Health Care Agency National Pollutant <br />Discharge Elimination System ( NPDES) inspection data into the City's geodatabase for analysis <br />and to identify necessary NPDES follow -up inspections. The Consultant must have specific <br />knowledge of current and pending MS -4 requirements and be able to integrate storm -water <br />inspection elements into the FSE inspection process. <br />The City uses infraMAP software to collect, and to manage FOG data along with ArcGIS <br />software. The Consultant must have expertise using these software packages. <br />The Consultant shall be able to conduct, obtain, and analyze data from different sources to <br />ensure and provide an up -to -date inventory of food facilities within the City and shall be able to <br />integrate these data into the City's FOG database. <br />The City's inspection process leverages wireless technology for all field inspection activities. <br />Consultant must be familiar with mobile data acquisition systems including hardware, operating <br />systems, software, network structures, and evolving technologies. <br />The Consultant shall provide oversight and administration support of the FSE inspection <br />program. The Consultant shall work with the FOG Control Program Manager to develop and <br />implement FOG related initiatives such as: residential FOG disposal education outreach <br />program, BMP's educational outreach to FSE owners and distribute FOG related material like <br />pamphlets, and DVD's. In addition, the Consultant shall perform evaluations and develop <br />performing measures to FOG related chemical and biological additives used for FOG. <br />The Consultant shall have vast experience and expertise on grease control devices (GRD's) and <br />FOG control measures and or additives. The Consultant shall provide upon request reports and <br />facts for and advice the City on grease control devices. These reports are not limited to size, <br />design, maintenance practices, but shall provide an entire overall perspective of this devices and <br />wide use of in the food service industry. <br />City of QBeia "15 -072 <br />
