To date 28 bids registered for this proposal <br />online with Planet Bids. The RFP was included in two Kennedy Commission <br />newsletters; also emails and letters were sent to developers, and a public <br />notice in Orange County Register. <br />Requirements for eligibility for tenants to be researched as to whether they <br />are required to be legal residents or can be undocumented. CDA monitors <br />files for income compliance of low income; will need to review checklist if <br />legal status is reviewed. Report of process and timeline requested for full <br />council review. Council members looking for balanced panel. <br />8. Procurement Process (Strategic Plan NO. 5, 1b) — (FMSA) <br />Francisco Gutierrez, Executive Director provided City Charter, Municipal <br />Code, and Purchasing Policies & Procedures which were provided to City <br />Attorney's office for review and awaiting direction. Committee Chair desires <br />process and guidelines to be reviewed for transparency and compliance for <br />ultimate authority and sole sourcing. Subsequent discussion of buying <br />process versus internal controls was clarified as two different processes. <br />Need to review competitive process, renewal options, and preferred <br />preferences. Other cities' policies could be reviewed for possible <br />suggestions on better practice processes. <br />9. Reserve Policy for Deferred Maintenance for City Infrastructure (Newport <br />Beach Model) (Strategic Plan No. 6, 2a) <br />Committee Chair Michele Martinez would like to see policy in place regarding <br />surplus funds and possible ongoing reserves, as current approach not <br />working. Look into Newport Beach model. <br />2. IT Assessment Update (Strategic Plan NO. 6, 1i) - (CMO) <br />Robert Cortez, Special Assistant to City Manager, introduced Roy <br />Hernandez, President/CEO of Third Wave who provided presentation on <br />Information Technology Assessment & Implementation Roadmap.
