5antaAna climate Action Plan' <br />reduction target of 80% below 1990 levels by <br />2050. <br />California Environmental Quality Act <br />and Senate Bill 97 <br />California Environmental Quality Act (CEQA) <br />requires public agencies to evaluate the envi- <br />ronmental impacts of discretionary develop- <br />ment plans and projects in their jurisdictions. <br />Senate Bill 97, passed in 2007, directed the <br />Governor's Office of Planning and Research <br />to develop and recommend new guidelines <br />to analyze GHG impacts under CEQA. The <br />CEQA guidelines were updated in March 2010 <br />to require analysis of climate change in CEQA <br />documents. Many jurisdictions are finding that <br />climate change impacts from local govern- <br />ment activities are "significant" under CEQA, <br />and are identifying emissions reduction <br />targets and Climate Action Plans as mitigation <br />75B -15 <br />measures to reduce climate change impacts <br />to less- than - significant levels. <br />Local Government Action <br />Many communities throughout the United <br />States are taking responsibility for plan- <br />ning reductions in energy use and emis- <br />sions. Through proactive measures in land <br />use, transportation, energy efficiency, green <br />building, waste diversion, and more, local <br />governments help residents and businesses <br />save money while improving quality of life and <br />reducing emissions in their communities. <br />In 2007, the City of Santa Ana signed the U.S. <br />Mayors' Climate Protection Agreement, com- <br />mitting to reduce GHG emissions. Santa Ana, <br />in addition to more than 1,000 local govern- <br />ments worldwide, joined ICLEI — Local Gov- <br />ernments for Sustainability ( ICLEI), an asso- <br />
