Resolution Amending Classification & Compensation Plan and Fiscal Year 2015 -16 Budget <br />March 1, 2016 <br />Page 2 <br />compensation will be set at the level currently assigned to the Corporate Yard Facilities /Fleet <br />Services Manager (MM) classification. The Corporate Yard Facilities /Fleet Services Manager <br />(MM) and Facilities Maintenance Superintendent (MM) positions will be reallocated to this new <br />job title. A cost savings will result from the combining of these two middle management <br />positions. <br />Personnel Services Department <br />After reviewing the schedule of part -time job classifications, the Executive Director of Personnel <br />Services proposes to add, delete and change classification titles. The added job classifications <br />will meet the current needs of City departments and will be used to fill positions requiring <br />incumbents to work up to 20 hours per week. The deleted classifications are vacant, obsolete <br />and duplicated by other part -time job classifications. The changed job classification title is <br />simplified and more descriptive. <br />Added job titles: Assistant Special Employment Counselor, Associate Special Employment <br />Counselor, Information Desk Clerk, Recreation Facility Attendant, and Water Conservation <br />Representative. Compensation changes are identified for each classification in the resolution <br />(Exhibit 1). <br />Deleted job titles: Special Employment Counselor 1, Special Employment Counselor II, Special <br />Employment Counselor 111, Maintenance Aide I, Sports Attendant, Clerical Assistant, and General <br />Assistant. <br />Changed job title: Maintenance Aide II to Maintenance Attendant. <br />Planning and Building Agency <br />The Executive Director of Planning and Building Safety is proposing that the title Community <br />Development District Manager be changed to Senior Community Planner and two positions be <br />reallocated to this new classification title. This recommendation reflects the principal focus of <br />work assignments and integrates positions into the Agency in which neighborhood improvement <br />functions have been transferred. There will be no compensation adjustments. In addition, job <br />title changes and position reallocations with no change in compensation are proposed in the <br />Code Enforcement and Permits and Plan Check Sections of the Agency: Code Enforcement <br />Coordinator to Code Enforcement Principal; Code Enforcement Technician to Code Enforcement <br />Associate; Permit Processor to Permit Services Processor; Permit Supervisor to Permit Services <br />Supervisor; and Permit Technician to Permit Services Technician. <br />The Executive Director is also requesting the addition of one Senior Planner position and two <br />Associate Planner positions to perform work related to the updating of the City's General Plan. <br />Funding for these positions has already been allocated through City Council action. Finally, he is <br />requesting the reallocation of one vacant Senior Management Analyst position to Administrative <br />Services Manager (MM). This middle management position will be instrumental in developing <br />and monitoring contracts related to the Agency's activities, including those pertaining to the <br />55A -2 <br />
