6. PERFORMANCE BOND <br />Prior to execution of the Contract, the awarded individual or firm shall submit a performance bond issued by a <br />corporate surety properly licensed to do business in the State of California. The signature of the bidder on the <br />performance bond must be notarized. Failure to comply with this requirement within 5 business days of the <br />date of the notice of award will be cause for cancellation of the award and selection of another qualified <br />individual or firm. <br />7. NONDISCRIMINATION/ EQUAL EMPLOYMENT OPPORTUNITY <br />The City is an affirmative action employer. Respondents shall not discriminate in their employment with regard <br />to race, color, religion, sex, or national origin. Qualified firms including small businesses and businesses <br />owned by women, minorities and disabled persons are encouraged to submit proposals. The Certification of <br />Non - Discrimination / Equal Employment Opportunity (Exhibit B) must be completed and included in the <br />proposal. Proposals that do not contain this document will be considered non - responsive and rejected. <br />8. EMPLOYMENT OPPORTUNITIES FOR SANTA ANA RESIDENTS <br />Contractor shall solicit and advertise employment opportunities to Santa Ana residents. The City shall inform <br />the Contractor of areas to publicize recruitment opportunities, such as work centers and community centers. <br />Such effort and procedure will be provided to the City for review. <br />9. PREVAILING WAGE <br />This project is subject to the requirements of the California Labor Code which stipulates that not less than the <br />prevailing wage rate of per diem wages for each craft or type of worker or mechanic needed to execute the <br />contract in the locality in which the work is to be performed, and not less than the general prevailing rate of per <br />diem wages for holiday and overtime work as determined by the Director of Industrial Relations of the State of <br />California (DIR), shall be paid to all workers employed. A copy of the Prevailing Wage Determination is <br />provided as Attachment 2. The selected firm will be required to prepare and maintain all documentation <br />necessary to comply with the requirements the California Labor Code. The Prevailing Wage <br />Acknowledgement (Exhibit C) must be completed and included in the proposal. Proposals that do not contain <br />this document will be considered non - responsive and rejected. <br />10. MANDATORY JOB WALK <br />The City will conduct a job walk on April 25, 2016 at 10:00 AM. Respondents must attend the job walk and <br />sign the attendance sheet. Proposals submitted by respondents that failed to attend the job walk and sign the <br />attendance sheet will be rejected. <br />11. REQUESTS FOR INFORMATION <br />Requests for information (RFIs) will be accepted beginning April 28, 2016 at 12:00 PM and ending May 2, 2016 <br />at 3:00 PM. Please email your requests to Ray Lirette at rlirette(7a santa- ana.org. All RFIs will be posted on the <br />City's website at the same location as the RFP. <br />12. LIST OF PERSONNEL / SUBCONTRACTORS <br />Each proposal shall include a list of all personnel that will be directly providing the services, including their <br />experience, licenses and certificates. The attached List of Personnel / Subcontractors (Exhibit D) must be <br />completed and included in the proposal.
