Provide for one review and edit cycle of the document <br />with the city GIS project team. <br />System Design <br />Objective /description: to provide a general framework for structuring GIS within the organization. <br />The conceptual system design should address the following: <br />• Software recommendations <br />• Physical system configuration (computers, network requirements, etc.) <br />• Staff skills and training requirements <br />• Governance structures <br />• Conceptual database design based on the ESRI Local Government Information Model and <br />relevant to the applications identified and master data list generated during the needs <br />assessment phase. <br />Deliverable: A detailed system design document. Provide for one review and edit cycle of the <br />document with the city GIS project team. <br />Implementation Plan <br />Objective /description: to provide a detailed description of how to begin implementing GIS within the <br />organization. <br />• Detail the discrete steps to implement the workflows identified in the needs assessment with <br />task dependencies and critical decision points. Include the steps required to implement the <br />migration of GIS data into the database design identified in the system design phase. <br />• Separate the implementation of the identified workflows into discrete phases to allow for <br />adaptable funding over multiple years. <br />• Provide estimated costs to implement the phases of the plan, including costs for data upgrade <br />/ acquisition, additional software licensing and maintenance and possible hardware costs. <br />Plans for near -term projects should provide significant implementation details, with more general <br />information provided for steps to be undertaken over the longer -term. Specifics should address <br />applications to be developed as well as estimated costs and required resources (particularly for <br />City of Santa Ana RFP 15 -119 <br />2 611e 8 <br />
