The addition of four loading dock cameras will give Police Department and Jail Facility <br />staff the capability to monitor all activity within the loading dock area, which will enhance the <br />safety and security for both facilities. The loading dock is a critical entry point for police officers <br />and correctional officers escorting arrestees into the Jail Facility. It is also the primary entry point <br />for deliveries of food, cleaning supplies, and other consumables from various outside vendors, as <br />well as a secondary entry point to the Police Department's Evidence Section. The cost for the <br />four additional cameras will add $15,041 to the base contract amount. <br />In an effort to enhance the safety of City Hall employees and visitors, the Facilities Manager has <br />requested their internal camera system be converted to operate within the Santa Ana Police <br />Departments city -wide network. The City desires to accomplish this by changing their existing <br />video management software to the Milestone Video Management System, which is currently <br />used or shared by multiple City departments. This conversion effort will allow for all City Hall <br />camera feeds to be shared with and viewed by the Police Department for investigative and pro- <br />active purposes. The conversion will also be a step towards establishing a completely <br />standardized city -wide video security system involving public, private, and governmental <br />partners. The conversion of the City Hall system will add $19,060 to the base contract amount. <br />In addition, the original agreement should have included a provision that Siemens pay "Prevailing <br />Wages" per California Labor Code (CLC). CLC Section 1720, et seq., and 1770, et seq., as well <br />as California Code of Regulations, Title 8, Section 16000, et seq., ( "Prevailing Wage Laws ") <br />require the payment of prevailing wage rates and the performance of other requirements on <br />"public works" and "maintenance" projects. The inclusion of prevailing wages within this <br />agreement will increase the base contract amount by an additional $66,000. <br />Lastly, the City desires to purchase a software enhancement to our video management system. <br />The enhancement will give the Police Department a new mobile capability that can be used in- <br />house or shared on an as- needed basis with mutual aid partners during a larger incident. This <br />purchase includes 25 licenses that will allow responders to access multiple video and data <br />streams in a mobile environment on any mobile device, in real time and single interface.
