Section 5 <br />4. Would the project expose sensitive receptors to substantial pollutant <br />concentrations? <br />5. Would the project generate air emissions that will exceed. Federal General <br />Conformity Rule de minimis thresholds? <br />5. Would the project create objectionable odors affecting a substantial <br />number of people? <br />5.2.4 Environmental Consequences <br />IMPACT AIR -1: Would the project conflict with or obstruct implementation <br />of the applicable air quality plan? <br />Alternative 1: No Federal Action /No Project <br />Under Alternative 1, the project would not be implemented. There would not be <br />any regional or local construction emissions or any regional or local operational <br />emissions generated within the project area that could have the potential to <br />conflict with the SCAQMD Air Quality Management Plan. <br />Alternative 2: Proposed Project <br />The main purpose of an AQMP is to bring an area into compliance with the <br />requirements of Federal and State air quality standards. The 2012 AQMP is <br />designed to accommodate expected future population, housing, and employment <br />growth and is based on SCAG's 2012 -2035 regional population, housing, and <br />employment projections, which was developed from City and County General <br />Plans. The Proposed Project would expand the OCWD's GWR System to meet <br />existing and planned water supplies and would not change regional populations <br />housing, and employment projections within the Basin. As shown in Tables 5, 6, <br />7, and 8, pollutant emissions generated from the Proposed Project would be less <br />than the SCAQMD thresholds and would not result in a significant air quality <br />impact. Implementation of the Proposed Project would not be in conflict with the <br />South Coast Air Quality Management District AQMP. <br />Alternative 3: Reduced Intensity Alternative <br />The results of AQMP conformity analysis for Alternative 3 would be the same as <br />the Proposed Project. Implementation of Alternative 3 would not be in conflict <br />with the South Coast Air Quality Management District AQMP. <br />Alternative 4: Pipeline Design Alternative <br />The results of AQMP conformity analysis for Alternative 4 would be the same as <br />the Proposed Project.
