Section 5 <br />without the project to operate. at LOS E or F with the project, a quantitative <br />screening is required. <br />The Proposed Project would generate a negligible a[TIOUnt of traffic during <br />construction and operation activities. During construction the primary traffic would <br />be mobilization and demobilization of construction equipment which would only <br />Occur a few times over a two year period. During the operation of the Proposed <br />Project the traffic would be limited to occasional Inspection visits and worker <br />commuting during well redevelopment. The amount of construction traffic and <br />operation traffic would not increase congestion at major signalized intersections <br />within the project area. There would be no irnpact and no exposure of sensitive <br />receptors to elevated levels of local CO emissions. <br />Criteria Pollutants from On-Site Construction <br />As described previously, the construction and operational localized air quality <br />impacts generated from the Proposed Project would be less than significant, <br />Toxic Air Contaminants <br />The greatest potential for toxic air contaminants emissions during construction or <br />operations would be related to diesel PM emissions associated with construction <br />equipment operations during earth-moving activities. Earth-moving activities <br />associated with the Proposed Project would be limited to approximately two <br />weeks at the Heritage site and shorter durations at the shared <br />recreation/communication structure sites and along the pipeline alignments within <br />Centennial Park and along Edinger Avenue, The assessment of cancer risk <br />would be typically based on a 30- to 70-year exposure period. Because exposure <br />to diesel exhaust Would be substantially less than the 30- to 70-year exposure <br />period, the incremental cancer risk to exposed persons would be negligible, The <br />Impact would be less than significant. <br />Alternative 3: Reduced Intensity Alternative <br />Carbon Monoxide Hotspots <br />Similar to the Proposed Project, Alternative 3 would generate a negligible amount <br />of construction and operation traffic. Therefore, Alternative 3 would not increase <br />congestion at major signafized intersections in the area. There would be no <br />exposure of sensitive receptors to elevated levels of local CO emissions. <br />Criteria Pollutants from On-Site Construction <br />Under Alternative 3, the construction and operational localized impacts Would be <br />similar to the Proposed Project and would be less than significant. <br />Mid Basin Centennial Park <br />Project Final EiR 5-29 <br />
