Section 5 <br />• Support land uses which are consistent with the Land Use Element <br />• Provide adequate amount water for all users. <br />• Conserve water resources in commercial, residential and recreation uses. <br />• Support identification and development of new sources of water. <br />• Encourage multiple use of water and other natural facilities such as <br />reservoirs and flood control channels. <br />• Develop local water recycling programs and cooperate with regional <br />recycling efforts. <br />Centennial Park National Park Service Requirements <br />The National Park Service through a grant deed with the City of Santa Ana <br />restricts uses at Centennial Park. Generally, the deed states that the property <br />shall be for continued use and maintenance as a public park or public <br />recreational purposes. Approval from the National Park Service would be <br />required to construct the Mid Basin Injection Well Project at Centennial Park. <br />5.9.3 Threshold of Significance <br />1. Would the project be in conflict with any applicable land use plan, policy or <br />regulation of an agency with jurisdiction over the project adopted for the <br />purpose of avoiding or mitigating an environmental effect? <br />5.9.4 Environmental Consequences <br />IMPACT LU' -1; Would the project be in conflict with any applicable land use <br />plan, policy or regulation of an agency with jurisdiction over the project <br />adopted for the purpose of avoiding or mitigating an environmental effect? <br />Alternative 1 No Federal Action /No Project <br />Under Alternative 1, the project would not be not be implemented. Centennial <br />Park and the Heritage Museum would continue to be designated for open space <br />and recreation uses and would both continue to operate has a community park <br />and cultural resource learning center. <br />Alternative 2: Proposed Project <br />,Land Use Compatibility <br />Under the Proposed Project„ the injection wells, monitoring, water supply pipeline <br />and back flushing pipeline would be constructed under existing parking areas <br />and roadways. The construction and long term operation of the Proposed Project . <br />would not result in the loss of usable open space or adversely impact existing <br />open space and recreation activities at Centennial Park or at the Heritage <br />Mluseum. The proposed shared recreation /communication structures, skate park <br />improvements and parking lot improvements at Centennial Park and the site <br />Mid Basin Centennial Park j�rttpoon�j�Project Final EIR 5 -138 <br />
