Section 3 <br />3.1 Background <br />To help meet Orange County's groundwater needs OCWD is proposing to <br />construct and operate four injection wells at Centennial Park and a single <br />monitoring well at the Heritage Museum. The proposed injection wells would <br />inject recycled water from the OCWD Groundwater Replenishment System <br />(GWR System) into the principal aquifer. The GWR System is a joint water <br />reclamation project with OCWD and the Orange County Sanitation District <br />(OCSD). The GWR System takes secondary treated wastewater and through <br />advancement treatment treats the water to exceed drinking water standards. By <br />injecting GWR System into the principal aquifer, OCWID would be able to provide <br />additional local sources of water to replenish the Orange County Groundwater <br />Basin, Presently, a demonstration Mid Basin Injection Well (MBI-1) is in operation <br />at the northwest intersection of Edinger Avenue and the Santa Ana River in the <br />City of Fountain Valley. The purpose of the MBI-1 demonstration well is to pilot <br />the Mid Basin Injection well technologies, operational strategies and monitor the <br />water quality impacts resulting from the introduction of GWRS water directly into <br />the principal aquifer. The data gathered from MBI-1 demonstration well would be <br />used to guide final operation strategies and design plans for the Centennial Park <br />Mid Basin Injection Well Project. <br />3.2 Project Area Setting <br />Regional Setting <br />As shown in Figure 1, Centennial Park and the Heritage Museum are located in <br />the southwestern area of the City of Santa Ana, Orange County, California. The <br />primary regional access to both sites would be Interstate 405 via the Fairview <br />Street exit, The local access to the both sites would be provided from Fairview <br />Street, Edinger Avenue and Harvard Street. <br />Local Setting <br />Centennial Park <br />Centennial Park is an 87 acre community park located at 3000 West Edinger <br />Avenue. As shown in Figure 2 the park site is bounded by the Santa Ana River <br />to the west, Fairview Road and the Greenville Banning Flood Control Channel to <br />the east, Edinger Avenue to the north and Godinez High School to the south. <br />Centennial Park features a combination of active and passive recreational uses <br />that are centered on a man-made lake. A loop road extends along the perimeter <br />of the park site providing access to various locations in the park including several <br />parking areas- Additionally, included within the park boundaries is the Santa Ana <br />Mid Basin Centennial Park I fiall I Project Final EIR 3-1 <br />
