Santa Ana City Council and Mayor
City of Santa Ana lv6 RSC —6 PH 4: 25
20 Civic Center Plaza
Santa. Ana, CA 92701CITY aF SANTA ANA
CLImRK OF (;l)l.1NUL
December 6, 2016
RE: Work Study Session at December Cath Council Meeting
To Whom It May Concern:
We are writing to you on behalf of Santa Ana Collaborative for Responsible
Development (SACReD). We are a coalition of neighborhood residents, community
members, neighborhood associations, non-profit organizations, small business
members, and unions seeking a better quality of life for all who live and work in
Santa Ana.
SACReD is sending this letter in support of THRIVE Santa Ana, and of Santa, Ana
Building Healthy Communities (SABHC), in their effort to establish a community
land trust (CLT) in Santa Ana, fostering neighborhoods that are healthy, vibrant, and
diverse. Further, we invite our colleagues, developers, funders, other agencies, and
the City of Santa Ana, to provide what resources can be made available for this
endeavor. We pledge the support of our own organization for future development
efforts on land acquired by this CLT. Together, we can create sustainable
development that benefits all Santa Ana residents.
We believe in the principals embodied in the Community Reinvestment Act, _
designed to encourage commercial, financial, and institutions of all kinds to help
meet the needs of borrowers in all segments of their communities, including low -
and -moderate income neighborhoods. Congress passed this Act in 1977 to reduce
discriminatory credit practices against low-incorne neighborhoods and encourage
sustainability and self-reliance in low-income communities.
We are aware that the City of Santa. Ana currently owns at least 90 vacant lots, as
well as other underutilized properties, some of which are viable for donation to the
CLT. in this letter we encourage the City of Santa Ana, and all agencies with such
ability, to facilitate the transfer of these parcels to the CLT, in order to enable
development that will be affordable, inclusive, and meet such urgent local needs as
housing, open space, and economic opportunities.
Santa Ana Collaborative for Responsible Development stands ready to assist in such
efforts to reduce income inequality, expanding economic opportunities for low-
income residents of Santa Ana. We look forward to assisting SABHC and THRIVE
Santa Ana in fulfilling this mission.
Sincerely,
The SACReD Collaborative
SANTA ANA COLLABORNI'lVE FOR RESPONSIBLE, DEVELOPtlENT
tY"'Vahor-at ro do SantaAna pia el Desarrcallo h'esl)onsable
