Ross, Executive Director <br /> E.5 PROPOSAL EVALUATION AND INTERVIEWS <br /> Proposals will be evaluated by the criteria identified below. <br /> E.5.1 Proposal Evaluation Criteria <br /> Proposals will be evaluated on the basis of the following proposal Evaluation <br /> Criteria, which are not listed in any order of precedence or importance: <br /> E.5.1.1 Exceptions to Franchise Agreement <br /> Willingness and ability of the Contractor to meet and comply with all of the terms of <br /> the proposal and the Agreement. <br /> E.5.1.2 Procedural Compliance <br /> Contractor's compliance with requested proposal format and requirements. <br /> E.5.1.3 Technical <br /> Demonstrated technical ability to perform basic and emergency services, recycling, <br /> diversion and public education services including: <br /> • The development and implementation of the collection system to adequately <br /> collect, process and dispose of solid waste reliably and consistently for an <br /> exclusive service area of at least 100,000 residents ; <br /> • Plans for maximizing recycling and yard waste diversion programs to achieve <br /> diversion levels and compliance with the City's SRRE; <br /> • Plans for processing recyclable material to maximize recovery and minimize <br /> contamination and the development of a market for the recovered material; <br /> and, <br /> • Plans to develop and implement public education programs so as to increase <br /> customer participation levels in recycling, yard waste diversion and source <br /> reduction. <br /> Page 26 <br />
