2016 LEGISLATIVE PLATFORM SCORECARD <br />Block Grant (CDBG) Program, the HOME <br />Investment Partnership Program (HOME), and <br />the City's Housing Opportunity Ordinance. <br />These programs improve the City's housing <br />stock while providing opportunities for <br />affordable rental and ownership housing for <br />residents within the City of Santa Ana. <br />• (CDA) To support homeownership, the <br />City administered a down payment <br />assistance program for first -time <br />homebuyers with funding from the <br />HOME Investment Partnership Program <br />(HOME) and Community Development <br />Block Grant (CDBG) Programs. A total of <br />105 applications were distributed, four <br />were received and approved for this <br />program. The City also provided a <br />quarterly workshop for interested <br />applicants in the community. <br />• (CDA) To improve the City's housing <br />stock, the City administered Residential <br />Rehabilitation Programs for single - family <br />homes, mobile homes, historic homes <br />and multi - family properties. For the <br />Single - Family Home Rehabilitation <br />Program, a total of 73 applications were <br />distributed, three were received, and <br />one application was approved for this <br />program. From applications that were <br />approved a total of two (2) single- family <br />homes were repaired through the City's <br />program in 2016. For the Mobile Home <br />Rehabilitation Program, a total of 57 <br />applications were distributed, eight were <br />received, and four applications were <br />approved for this program. Three <br />mobile home units were funded and the <br />rehabilitation of one unit was completed <br />in 2016. <br />• (CDA) The City issued an RFP for $1.2 <br />million in HOME Investment Partnership <br />Program funds and awarded the funds to <br />a project which provides 71 units of <br />permanent supportive housing for <br />homeless individuals. <br />• (CDA) For the City's Housing Opportunity <br />Ordinance, the City executed a pre - <br />commitment for $2,600,000 of <br />inclusionary housing in -lieu fees for a 69- <br />unit affordable housing project. The City <br />also executed a loan agreement for <br />$1,875,000 for a 57 -unit affordable <br />housing project. <br />• (CDA) The City met all requirements to <br />continue to receive funding from the <br />U.S. Department of Housing and Urban <br />Development for the Community <br />Development Block Grant and HOME <br />Investment Partnership Program. <br />• (TPA) Townsend Public Affairs provided <br />information to the City on various <br />legislative and budget proposals related <br />to affordable housing, including <br />Governor Brown's "by- right" housing <br />proposal. <br />Economic Development Initiatives <br />(Community Development Agency) <br />Collaborate with the Governor's Office of <br />Business and Economic Development in support <br />of ongoing economic initiatives and programs <br />that provide direct technical and financial <br />assistance to businesses looking to locate or <br />expand in the City of Santa Ana.
