XV. CITY BUSINESS LICENSE <br />The selected proposer shall be required to obtain a City of Santa Ana Business license <br />within thirty (30) days of selection and must provide a copy to the City projects <br />manager or designee prior to commencing any work in Santa Ana. <br />XVI. ADDENDA <br />Any subsequent changes in RFP from the date of preparation to date of submittal will <br />result in an addendum or amendment by the issuing office. Notification of such <br />addendum or amendment shall be effected by posting on City's website, as set forth <br />in the Notice Inviting Proposals. <br />XVII. RULES FOR PROPOSALS <br />The signer of the RFP must declare in writing that the only person, persons, company, <br />or parties interested in the proposal as principals are named therein; that the proposal <br />is made without collusion with any other person, persons, company, or parties <br />submitting a proposal; that it is in all respects fair and in good faith without collusion <br />or fraud, and that the signer of the proposal has full authority to bind the proposer <br />(Exhibit H). <br />XVIH. PROTESTS <br />Proposer with concerns or rebuttal of any staff determination of non - responsiveness <br />or non - responsibility may submit, in writing within five (5) business days, to the <br />Project Manager, any concerns regarding the RFP process or staff determination. <br />Such writing shall be considered by the City Manager or his designated <br />representative, and may be acted upon within five (5) business days. If no action is <br />taken within such time, there shall be no change to the staff determination. The <br />exercise by Proposer of its right to submit written concerns shall be a condition <br />precedent to seeking judicial review of any award of a contract hereunder. <br />XIX. MANDATORY PRE - PROPOSAL MEETING <br />A mandatory pre - proposal meeting for all sites is scheduled for Thursday. March <br />23. 2017 at 9am. A brief meeting will take place at the Santa Ana Regional <br />and following this meeting all sites will be visited. The meeting will include a <br />detailed discussion of the project, schedule, relevant details of the service etc. and <br />will be followed by a question- and - answer session. All questions must be submitted <br />in written form and City will respond via an Addendum that will be posted at <br />http: / /www.santa- ana.org /finance /vendor registration.asp. City will respond by e- <br />mail to written questions or requests for clarifications. Said e-mail will be sent to pre - <br />proposal attendees.
