Analysis of inmate custody days and average daily population (ADP) trends highlighted in the following <br />Table shows for the period 2013-16, the City Jail has had a total of 136,958 yearly average of inmate <br />custody days. This has resulted in an average daily inmate population of 375 detainees. An average of <br />85 of the inmates have been females and 290 have been male detainees. Over this four year recent <br />period, total inmate custody population in the detention facility has declined 22.1%. <br />Changes in Total Santa Ana City Jail Inmate Custody Days and <br />Average Daily Population (ADP) Trends 2013-16 <br />A key part of the Jail Reuse Feasibility Study and Plan included the collection of summary information <br />about the detention facility's physical plant condition and building systems strengths and weaknesses. <br />The condition assessment focused on factors related to the correctional facility such as (1) configuration <br />and intended security levels, (2) defined uses of the facility, (3) physical condition of the building <br />elements, (4) quality of the space, (5) circulation, location adjacencies, and level of privacy, and (6) ability <br />to achieve intended security and level of safety for staff and inmates as well as compliance with <br />standards. <br />The assessment was conducted over several weeks and involved many discussions with Santa Ana Jail <br />Bureau personnel. The overall goal of the assessment was to obtain a broad-based understanding of the <br />adequacy of the space and physical arrangement of the correctional facility as well as gather insight into <br />the overall characteristics, continued use, and alternative uses for the jail. Other profile information <br />focused on developing detailed data in a number of related areas including the following: <br />Principal items of information gathered were dimensions, structural design, current <br />utilization of space and physical condition of the jail's building ; number and size of <br />cells; availability and size of areas used for programs, services, and jail operations; <br />history of structural changes, (i.e., additions, remodeling, etc.) also received <br />attention. Information on physical layout, dimensions, and utilization of the detention <br />facility was developed by "walk-through," observation, measurement, sketching, and <br />review of CAD files. Information on history of the facility was obtained directly from <br />jail personnel. <br />• Physical Layout of Jail Site: Principal items of information gathered concerned <br />dimensions, physical characteristics, and utilization of the site on which the jail is <br />located.
