Agreements for On -Call Acquisition & Relocation and On -Call Property Management Services <br />August 15, 2017 <br />Page 2 <br />cost estimates for all Public Works projects; reviewing existing leases, licenses, franchises, <br />easements, permits, and other agreements; and providing comprehensive maintenance services <br />for City properties. <br />On June 13, 2017, the Public Works Agency released a Request for Proposals (RFP) to qualified <br />consulting firms to provide on-call right-of-way acquisition -relocation and property management <br />services. The RFPs were also posted on the City website. A total of 6 proposals were received <br />for Right -of -Way Acquisition and Relocation services, and a total of 3 proposals were received for <br />Property Management services. All proposals submitted were deemed responsive. These <br />proposals were evaluated by personnel from the Public Works Agency and the City Attorney's <br />Office. Each firm was rated according to its qualifications, experience, staffing capacity to <br />perform the required work, and proposed cost and pricing data. Most of <br />the proposing firms have assisted the City or other public agencies with right-of-way acquisition - <br />relocation and property management services in the past and they have all demonstrated good <br />track records. <br />In order to enhance the City's economic development efforts and promote accountability, the <br />Community Development Agency and Finance & Management Service Agency will partner with <br />the Public Works Agency in the administration and implementation of these agreements. The <br />Community Development Agency will assist and provide guidance with regards to relocation <br />assistance for displaced businesses, managing and marketing the inventory of vacant properties, <br />and provide economic development opportunities/incentives that may help facilitate successful <br />negotiations with property owners.
