Reject all bids received on March 30, 2017, for construction of the <br />Downtown Parking Facility Improvements project, due to changes in <br />the scope of work. <br />2. Award a contract and authorize the City Manager and Clerk of the <br />Council to execute a construction contract to USS Cal Builders, Inc., <br />the lowest responsible bidder, in accordance with the base bid in the <br />amount of $2,809,485, for the term beginning upon execution of the <br />contract and ending upon project completion, for the Downtown <br />Parking Facility Improvements project, subject to non -substantive <br />changes approved by the City Manager and the City Attorney. <br />3.
