ZOA No. 2017-02 & TTM No. 2.017-01 <br />September 11, 2017 <br />Page 4 <br />Zoninq Ordinance Amendment <br />The subject parcel is located within the, Specific Development No. 4 (SD -4y zoning district. This <br />unique zoning designation allows a specific sef of .uses such as crop agriculture, single family <br />dwellings, and accessory buildings. This designation also allows churches, community service <br />centers and wireless facilities as conditionally permitted uses. This zoning designation was <br />originally adopted in May 1977 and was revised in October 2002. <br />The purpose and intent of an SD designation is to :address unique circumstances that are <br />,applicable to parcels,but are not, permitted by the Zoning Code. An example is the adoption of <br />an SD to allow a mixed, use `development_ that is not, psrrnitted by the existing residential or <br />commercial -zoning districts. For this specific proposal, the applicant is proposing to amend the <br />SD -4 document to allow,a small -lot subdivision project on this site., Staff is recommending <br />approval of the applicants request"for several reasons. <br />First, larger parcels of vacant land are extremely limited in the.City, with larger parcels zoned for <br />single-family residential development such as this parcel practically nonexistent. Modifying the <br />zoning to encourage a small lot residential product will "allow the development of a. vacant, <br />underutilized parcel with a well-designed, viable development. Second, the small lot produ*of <br />maximizes the use of the, parcel and, results in a more efficient use of available land. Third, <br />approval of the project will allow the construction of a resideritial,project that will provide a variety <br />of housing products and choices to residents of the City. Finally, due to the reduced parcel size, <br />the proposed project will provide a more affordable housing product in the area that may allow <br />young people to shift from living in an apartment to a single-family residence. The small lot <br />product will also appeal to empty nesters .that are looking to downsize into,a smaller home. <br />The proposed project will be consistent and would support several goals and policies of the <br />General Plan. First, the project would be consistent with the Housing Element, including Goal 2 <br />which encourages diversity of .quality housing, affordability levels; and living experiences that <br />accommodate Santa Ana's residents and workforce of all household types,: income levels and <br />agegroups to foster an inclusive community. Second; the project would support Goal 4, to <br />provide adequate rental and ownership housing opportunities and supportive services. Further;, <br />the project would be consistent with several Housing Element policies: Policy HE -2.4 to facilitate <br />diverse types, prices and sizes of housing; and Policy HE -2:6 to provide an affordable component <br />within eligible.ownership housing projects. <br />75B-6 <br />
