Executive Summ <br />1.6.1 ALTERNATIVE 1A - NO PROJECT/NO DEVELOPMENT <br />ALTERNATIVE <br />This alternative assumes the site would continue to remain in its current state without <br />demolition or active uses on-site. The undeveloped portion of the site would stay undeveloped, <br />and the abandoned and dilapidated structures would remain vacant. <br />This alternative would avoid potentially significant Air Quality, Greenhouse Gas (GHG) <br />Emissions, Land Use and Planning (interim), Population and Housing, Recreation (short-term), <br />and Transportation/Traffic impacts. However, given the existing condition of the site, without <br />any improvements the site would have a significant Aesthetics and Hydrology and Water Quality <br />impacts. This alternative would not meet any of the Project objectives. This alternative is more <br />fully discussed in Section 5.4.1. <br />1.6.2 ALTERNATIVE 1B - NO PROJECT/ INSTITUTIONAL <br />ENTITLEMENTS ALTERNATIVE <br />Alternative 1b, which is a variation of the No Project Alternative, would provide development for <br />institutional uses on the site, with buildings not exceeding the 436,000 square feet of <br />institutional uses provided for in the City of Irvine General Plan (Irvine 2015a, 2015b). This level <br />of development would be consistent with the assumptions in the original 2003 Orange County <br />Great Park Final Program EIR1. Institutional uses proposed under this alternative include <br />government office, law enforcement, emergency shelter, maintenance and storage, recreational <br />vehicle (RV)/boat/vehicle storage, and warehouse uses for homeless providers. This <br />Alternative would maximize the use of existing structures. This Alternative is discussed in <br />greater detail in Section 5.4.2. <br />Compared to the Project, this Alternative would have fewer impacts, and would avoid significant <br />impacts to Air Quality, Land Use and Planning (interim), Population and Housing, and Recreation <br />(short-term). The significant and unavoidable impacts for Transportation/Traffic would not be <br />avoided, but would be less when compared to those under the proposed Project. For GHG <br />Emissions, Alternative 1b would also have significant and unavoidable impacts and those <br />impacts would be greater than the Project's as Alternative 1b has higher estimated emissions on <br />a service population basis. <br />This Alternative would meet three of the Project Objectives outlined above (Objectives 3, 7, <br />and 9). This Alternative has been deemed environmentally sustainable due to its linkage to <br />transportation and transit networks (i.e., development in proximity to the Irvine Station). <br />Additionally, it proposes to adaptively reusing and upgrading most of the existing structures on- <br />site. This Alternative was able to partially meet the objectives associated with enhancing the <br />degraded physical condition of the Project site and the objective associated with provide <br />employment -generating uses with amenities and services that will support the work force. This <br />Alternative would not meet the remaining seven objectives.
