Executive <br />The EIR addresses all potential significant effects identified in the Environmental Checklist, as <br />well as several topical areas that the County decided to include in the EIR, though the Initial Study <br />determined there would be no significant Project impacts. The following topical areas are <br />addressed in this EIR. <br />• Aesthetics • Land Use and Planning <br />• Air Quality • Noise <br />• Biological Resources • Population and Housing <br />• Cultural Resources • Public Services <br />• Geology and Soils • Recreation <br />• Greenhouse Gas (GHG) Emissions • Transportation/Traffic <br />• Hazards and Hazardous Materials • Utilities and Service Systems <br />• Hydrology and Water Quality <br />Section 2.3 provides an overview of the EIR review process and a summary of the issues that will <br />not receive further evaluation in the EIR. <br />1.8 AREAS OF CONTROVERSY/ISSUES TO BE RESOLVED <br />Section 15123(b)(3) of the State CEQA Guidelines requires that an EIR identify issues to be <br />resolved, including the choice among alternatives and whether or how to mitigate the Project's <br />significant effects on the environment. With respect to the proposed Project, the major issues to <br />be resolved by the County, as the Lead Agency, include the following; <br />A pedestrian bridge is considered as a potential element of the proposed Project, <br />connecting the Project site to the OCGP across Marine Way (Pedestrian Bridge). However, <br />the County does not have land use authority over the bridge landing on the north side of <br />the Marine Way, which is City property. This issue would need to be resolved in close <br />coordination with the City and OCGP and additional CEQA documentation would be <br />required, should the concept become a component of the Project. However, there would <br />be no additional significant effects if the Project is implemented without the Pedestrian <br />Bridge. <br />The phased improvements of the Marine Way extension would influence the <br />implementation of the Project. At this time, a construction schedule for the Marine Way <br />extension east of Great Park Boulevard West is not available. It should be noted that Great <br />Park Boulevard West referenced herein and in all EIR exhibits is referred to as GP -1 in all <br />City documents. The timing of Marine Way improvements would be contingent on issues <br />such as construction phasing of the adjacent Great Park Neighborhoods and funding <br />availability. As discussed in Section 4.13, Recreation, delays in the construction of Marine <br />Way would also potentially delay the construction of the "Park within the Park" concept <br />presented in the Development Plan. Potential impacts associated with Marine Way have <br />been addressed in the Orange County Great Park EIR and subsequent Addenda. <br />During the preparation of this EIR, the City of Irvine has been conducting studies for <br />Marine Way and the future development of OCGP. As of November 2015, an alignment <br />for Great Park Boulevard was completed by the City that modifies the location of the <br />intersection of Great Park Boulevard West and Marine Way.
