Section 6—Post Award Requirements 2915 <br />Performance Many subrecipients were unable to procure large equipment items due to vendor <br />Bond delivery scheduled to occur after the federal reporting period had expired. To <br />assist with this issue, DHS allowed subrecipients to obtain a "performance <br />bond" wherein subrecipients procured the item(s) in question, paid the money up <br />front, and obtained a performance bond to ensure delivery of the item within 90 <br />days of the subrecipient's performance period, <br />Subrecipients must obtain a performance bond for any equipment item over <br />$250,000 or any vehicle, aircraft or watercraft, financed with homeland security <br />dollars. Subrecipients must provide a copy of all performance bonds to their <br />HSGP Program Representative not later than the time of reimbursement. <br />Inventory <br />FY2015 HSGP recipients must use standardized resource management concepts <br />Control and <br />for resource typing and credentialing, in addition to maintaining an inventory by <br />Property <br />which to facilitate the effective identification, dispatch, deployment, tracking <br />Management <br />and recovery of resources. 14 <br />Performance <br />Subrecipients must prepare and submit performance reports to the State for the <br />Reporting <br />duration of the grant period of performance, or until all grant activities are <br />completed and the grant is formally closed by Cat OES. <br />Beginning with the FY2015 HSGP award, subrecipients will be required to <br />provide performance reports to their Grant Program Representative on a semi- <br />annual basis (Spring and Fall) using the Cal OES Performance Report template <br />found on the Cal OES website. Monthly progress reporting will be required <br />when project milestones are missed and will continue until such time as projects <br />are back on schedule. <br />Subrecipients must also complete a Biannual Strategy Implementation Report <br />(BSIR) using the DHS/FEMA Grants Reporting Tool (GRT). <br />To obtain access to the online GRT, please log on to their website at <br />www.renorting.odp.dhs.Qov.
