June 13, 2017 <br />Dellverables: An Initial Study leading to a Mitigated Negative Declaration (IS/MND) is assumed. Supporting <br />technical studies will be prepared as noted in the Scope of Services to determine potential environmental <br />impacts. Other topics will be addressed qualitatively. Draft /S/MND, Revised Draft IS/MND, Mitigation <br />Monitoring and Reporting Program, Responses to Comments, CEQA Notices <br />Task 7: Water Quality <br />Kimley-Horn will develop a Water Quality Management Plan (WQMP) forthe project in compliance with, and <br />meeting the requirements of Order No. R8-2009-0030/NPDES No. CAS618030, of the Santa Ana Regional <br />Water Quality Control Board. The WQMP will incorporate Low Impact Development (LID) Best Management <br />Practices (BMP) to the Maximum Extent Practical (MEP). For example, the use of bloretention facilities within <br />landscaped parkway areas will be in accordance with the USEPA Green Street standards. If traditional LID <br />BMPs cannot be incorporated, appropriate proprietary BMPs will be selected to improve water quality. If <br />proprietary items are needed, these will be indicated in compliance with the City's adopted public contracting <br />code. <br />Deliverables: Draft Water Quality Management Plan, Final Water Quality Management Plan <br />Task 8: Design Development Plans <br />The project team will refine the fixed elements of the approved Vision Plan and will prepare design <br />development level documents based on the approved vision plan for City review and approval prior to the <br />preparation of the construction documents encompassing: <br />1. Open Space Plazas — Site plan illustrating areas of hardscape, softscape, paving patterns and materials; <br />location and type of site amenities for benches, bike racks, trash receptacles and other features. <br />2. Sidewalk and street improvements - Site plan and enlarged plans illustrating areas of hardscape, <br />softscape, paving patterns and materials; location and type of site amenities for benches, bike racks, <br />and trash receptacles. <br />We assume items selected will be off -the shelf and not custom. Play equipment, if included, will be specified <br />by the City. <br />The goal of this task is to maintain the Vision while revising elements as required In this more detailed phase <br />of work. <br />Dellverables: Drawings illustrating the location and details (material, color, etc.) for decorative paving, light <br />fixture, benches, bike racks, trash receptacles. <br />Task 9: Street Improvement Plans <br />Kimley-Horn will develop a street improvement plan forthe construction of new bulb -outs, ADA <br />improvements, and sidewalk improvements forthe implementation of these features as shown in the RFP <br />Exhibits. The plans will show horizontal and vertical design information. Roadway plans will be prepared at a <br />scale of 1" = 20' horizontal and 1" = 2' vertical for profiles. We will use the surveying data obtained in Task 2 <br />for base mapping. Vertical design information for construction of new bulb -outs, and non-standard curb <br />ramps will be indicated on the plans with elevation callouts. Details and typical sections will be added as <br />indicated in the drawing list provided with our fee. Necessary adjustments to surface utility features will be <br />identified and addressed with call outs and construction notes. We will prepare details for items that deviate <br />from published standards. Plan preparation will be coordinated with the City, and other agencies such as <br />Orange County Fire Authority, Community Development Agency, OCTA, and utility companies. We assumed <br />design for bulb -outs will be limited to north and south focus areas. We assumed design for ADA improvements <br />will be limited to curb ramps at Intersections. Modifications to existing utilities and storm drains are not <br />
