5. HISTORIC RESOURCES COMMISSION APPLICATION NO. 2017-22, HISTORIC <br />REGISTER CATEGORIZATION NO. 2017-21 AND HISTORIC PROPERTY <br />PRESERVATION AGREEMENT NO. 2017-27 <br />(Property. 2031 North Ross Street — W. L. & C. Tubbs House) <br />Legal notice published in the Orange County Reporter on September 22, 2017 and notices <br />mailed September 21, 2017. <br />Associate Planner Soto provided a presentation which included the history of the property, <br />project description and overview of architectural style. Alexander Niessen, applicant, <br />spoke in support of recommended action and provided additional historical information. <br />Chairperson Christy opened the public hearing. Discussion on the chain of title, the <br />number of years the Schatz's owned the property and possible name change of the home. <br />There were no additional speakers on the matter and the hearing was closed. <br />MOTION: <br />1. Adopt a resolution approving Historic Resources Commission Application No. <br />2017-22 and approving Historic Register Categorization No. 2017-21 and change <br />name to Tubbs -Schatz Home. <br />2. Recommend that the City Council authorize the City Manager and Clerk of the <br />Council to execute a Mills Act agreement with Alexander Niessen and Maria Nena <br />Niessen, subject to non -substantive changes approved by the City Manager and <br />City Attorney. <br />MOTION: Rush SECOND: Hardy <br />VOTE: AYES: Christy, Garcia, Hardy, Hitterdale, Murashie, Nguyen, Rush, <br />Schaefer (8) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: None (0) <br />6.
