Amend Agreement with California Barricade Rentals for <br />Provision, Installation, and Removal of Traffic Barricades <br />December 5, 2017 <br />Page 2 <br />In June, 2017, shortly after the original agreement was executed, traffic control services on the <br />First Street Bridge over the Santa Ana River were needed in response to a second fire under the <br />bridge. (The first fire occurred in December 2016.) The June fire resulted in damage to the <br />bridge structure — specifically the support beams. Consequently, as a safety precaution and as <br />recommended by a bridge structural engineer, westbound traffic lanes on First Street were <br />closed to reduce the traffic loads and vibrations on the bridge. The lanes need to remain closed <br />until all structural testing and repairs are completed. Public Works staff anticipates completion of <br />the testing and related repairs by January 2018. <br />Under these emergency conditions, California Barricades was contracted to put the required <br />traffic control measures in place on the First Street Bridge and continues to provide this service. <br />To maintain the lane closures and ensure traffic safety, staff recommends amending the first year <br />of the existing agreement to include the Public Works services and increasing the compensation <br />by $50,000 through December 31, 2017. The two one-year renewal options will remain as <br />originally awarded. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy C (invest resources and technology to extend the service life of existing <br />infrastructure to protect the City's investment and support a high quality of life standard). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Approval of this Council action will authorize reallocation of $50,000 in unspent FY 2013/14 Gas <br />Tax Funds (Account No. 05917663-66220) remaining from various completed projects to the <br />Emergency Repairs at Four Locations project (No. 17-6612) for expenditure through December <br />31, 2017. <br />APPROVED AS TO FUNDS & ACCOUNTS: <br />Fred Mousavipour Francisco Gutierrez (V <br />Executive Director Executive Director I - <br />Public Works Agency Finance & Management Services Agency <br />FM/EWG/CW <br />Exhibit 1: Agreement <br />25P-2 <br />
