Diversion Programs <br />The nature, reliability, and innovation of proposed diversion programs and potential of <br />such programs to divert solid waste from landfill disposal and meet the diversion <br />requirements of Article 6.7 of the Franchise Agreement. <br />6.2.4 Customer Service, Outreach and Education, and Operational and Material <br />Management Infrastructure <br />1. Customer Service <br />Customer service approach, staffing levels, and City -specific training programs. <br />2. Billing Svstem. <br />Billing approach, and procedures for handling customer billing activities. <br />3. Outreach and Education Plan <br />Outreach and Education approach and reasonableness of planned program to achieve <br />contract requirements; and, the quality of public education samples relative to other <br />Proposers. <br />4. Implementation Plan <br />Reasonableness of implementation schedule and ability to meet deadlines (e.g., <br />reasonableness of equipment procurement schedules, implementation staffing levels, <br />public education program, container/cart distribution, new corporation or maintenance <br />yard development, contingency plans, etc.). <br />5. Operational and Material Management Infrastructure <br />Reasonableness and reliability of the proposed facilities for transfer, disposal and/or <br />processing of solid waste, recyclable materials and organic materials, including <br />documentation of existing facility permitting/approvals and/or guarantee of sufficient <br />capacity for tonnage from the City service area, and the reasonableness of proposed <br />material transport plans. <br />6.2.5 Cost Proposal <br />1. Reasonableness of Cost Proposals <br />Logical relationship between proposed costs and operational assumptions for the base <br />cost proposal. <br />2.
