City of Santa Ana, California Section 3. Scope of Requested Collection Services <br />SECTION 3 - SCOPE OF REQUESTED <br />COLLECTION SERVICES <br />This section provides a brief description of the collection services solicited through this RFP. Article 5 of <br />the Agreement provides the detailed scope of services. <br />3.1 Summary of Collection Services <br />The collection services are separated by service sector (i.e., Residential Curbside, MFD, Commercial and <br />City). <br />The Agreement provides the contract terms and conditions including a complete description of the <br />collection services requested, including a Scope of Services. It also describes public education and <br />outreach requirements for the initial start-up operations and ongoing operations; operations, <br />equipment and personnel; billing, customer service, and reporting; franchise fees and other fees; <br />contractor's compensation and rate setting; insurance and performance bond; and performance <br />standards and liquidated damages. <br />3.1.1 Exclusivity of Collection Services <br />Contractor will have exclusive rights to collect: <br />1. Residential Curbside, MFD and Commercial solid waste, recyclable material, and <br />organic material from within the service area; <br />2. Materials hauled in roll -off boxes with the exception of construction and demolition <br />materials; and, <br />3. Residential, MFD and Commercial bulky -items. <br />Limitations to the Contractor's exclusive rights are described in Article 4.2 of the Agreement. <br />3.1.2 Responsibilities of Contractor <br />Contractor will be responsible for the following, pursuant to the requirements of the <br />Agreement: <br />1. Collecting Solid Waste, Recyclable Materials, and Organic Materials generated by <br />and placed for Collection by Customers of Contractor's services. <br />2. Transporting Collected materials to the appropriate Approved Facilities; <br />3. Performing all other services required by this Agreement including, but not limited <br />to, Commercial, Multi -Family and Roll -Off Customer billing; public education; <br />customer service; record keeping; and, reporting; <br />4. Furnishing all labor, supervision, vehicles, Containers, other equipment, materials, <br />supplies, and all other items and services necessary to perform its obligations under <br />this Agreement; <br />5. Paying all expenses related to provision of services required by this Agreement <br />including, but not limited to, taxes, licenses, regulatory fees (including fees and <br />surcharges as applicable), and utilities; and paying all expenses related to the <br />DRAFT RFP for Franchised Collection Services 11/28/17 Page S <br />65B-14 <br />
