My suggestion here is that you should work with the none profit organization and made a head count which states are we supporting the most where is the problem coming from I think this will be a great head start. (I also remind you that Mr President Trump rub in our face that we Angelinos are a disgrace but we are the ones supporting the poor states and now this thanks to us the economy flow and if is depend of us to reposition all this people we can do it by putting it in a cheaper state where the cost of living is not as high as here this is only an idea I believe you have far more and better I wish you the best with your decision to make.
