B. Needs & Competitive Landscape Assessment <br />Needs Assessment <br />This assessment will first evaluate the City's needs for future fiber Infrastructure and document the <br />potential applications that will allow the City to better serve its constituents while reducing costs and <br />Improving municipal efficiencies. We will work with your departments to understand their current and <br />future needs for connectivity among Public Works, Information Technology, Utilities, Community <br />Development and other users. This assessment will focus on current and future programs that the <br />City will deploy and that rely on fiber (and wireless) infrastructure. <br />We will also analyze the range of Smart City Technologies that are being deployed by cities around <br />the US and help you determine what critical Infrastructure is required to support the Internet of Things <br />("IoT") in Santa Ana. We believe that cities positioned with the infrastructure needed to support Smart <br />City Technologies will be well positioned to meet their constituents' needs long into the future. We <br />want to make sure Santa Ana is planning for its future through this assessment. We understand that <br />the City is has some significant infrastructure projects currently underway, including the purchase of <br />streetlights within the City and evaluation of wireless water meters for the utility. We will help you <br />assess the benefits gained by equipping your infrastructure assets with fiber and wireless <br />connectivity to support many growing municipal and community needs. <br />These municipal and smart city needs will serve as a way to aggregate demand in a potential public- <br />private partnership for the citywide broadband network. Documenting the City's internal needs for <br />this infrastructure will help the City and private partners understand what services are required and <br />where Infrastructure should be deployed. Magellan will build a comprehensive GIS -based map that <br />Identifies the locations for municipal and smart city connectivity. <br />Similarly, Magellan will help you determine the broadband needs of the community, including small <br />businesses, large businesses, enterprises, community anchors and residents. We believe that you <br />should gain a fundamental understanding of demand for broadband services in Santa Ana to <br />determine the overall level of need today and in the future, This demand Is a key driver of the overall <br />business model and financial sustainability of a potential project, In other cities we have worked, <br />Magellan has been able to aggregate demand from these stakeholder groups to support overall <br />feasibility of proposed broadband networks. In these cases, Magellan's work has led to achieving <br />real-world public-private partnerships by recruitingand attracting providers to cities that can <br />demonstrate high levels of demand across many types of stakeholder groups. Magellan will conduct <br />a similar analysis for Santa Ana to help you build demand across your community with the goal of <br />supporting a broadband public-private partnership. <br />We will -work with you to determine the best way to assess needs and identify demand in the <br />community, This process generally involves outreach with stakeholder groups to learn about specific <br />broadband and technology needs. The outreach may include: <br />A. Online Broadband Surveys <br />Magellan's online surveys will provide important information to understand perceptions around <br />broadband services, inventory current services, test speeds across the community, and identify <br />Issues. We generally receive strong response rates from respondents in these surveys, which <br />provide valuable Information for the planning process.
