<br />RESOLUTION NO. 2006-007 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NOS. 82-110, 91-066, <br />and 91-067 TO EFFECT CERTAIN CHANGES TO THE CITY'S <br />BASIC CLASSIFICATION AND COMPENSATION PLANS, AND <br />TO AMEND THE CURRENT ANNUAL BUDGET TO <br />REALLOCATE TWO FULL TIME POSITIONS. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1: The City Council hereby finds, determines and declares as follows: <br /> <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br /> <br />B. On August 2, 1982, the City Council passed and adopted Resolution No. <br />82-110, revising and re-establishing the Basic Classification and <br />Compensation Plan for Officers and Employees of the City of Santa Ana. <br /> <br />C. On July 1, 1991, the City Council passed and adopted Resolution No. 91- <br />066, re-establishing the Basic Classification and Compensation Plan for <br />classes of employment designated as unrepresented Executive <br />Management (EM) and Middle Management (MM). <br /> <br />D. On July 1,1991, the City Council passed and adopted Resolution No. 91- <br />067, re-establishing the Basic Classification and Compensation Plan for <br />classes of employment designated as Unaffiliated Confidential (UC). <br /> <br />E. On June 20, 2005, the City Council passed and adopted Ordinance No. <br />NS-2687, which establishes the City's Annual Budget, authorizing position <br />allocations for Fiscal Year 2005-2006, and which sets forth the <br />requirement that alterations in the allocation of authorized positions be <br />reviewed and approved by the City Council. <br /> <br />F. It is the City's practice to assign job titles that reflect the duties and <br />responsibilities of the classification and are consistent with other <br />classifications within the City's organizational structure as well as <br />comparable jOb titles in the labor market. <br /> <br />G. The Executive Director of Finance and Management Services proposes to <br />create two new full time classification titles, and to reallocate one full time <br />position in the current Annual Budget. <br /> <br />H.
