be permitted in the front yard set-back or within areas <br />required for meeting the minimum off-street parking require- <br />ments of applicable zoning regulations. Any applicant who <br />has been denied a waiver by the Director of Public Works <br />may appeal such action to the City Council by filing within <br />30 days after such denial, a written statement of his rea- <br />sons why the City Council should reverse the action from <br />which the appeal is taken. <br /> <br />If space for a container is not available, as determined <br />above, the following fee schedule shall apply with a maximum <br />of six 35-gallon cans weekly per building: <br /> <br />(b) <br /> <br />5. These charges are <br />to be paid to the City for refuse collection other than the <br />container service charges billed and collected directly by <br />the City's refuse collection contractor. There will be no <br />City charge to users of containerized services. <br /> <br />The charges listed in (a) above apply only to refuse services <br />which conform to standard requirements of the City, such as, <br />placement at curb or in alley, not more than 200 pounds per <br />pickup, once weekly, and all other regulations. Any service <br />received in addition to or greater than these standard require- <br />ments shall be handled by agreement directly with the contractor, <br />in addition to the billing by the City as provided herein and <br />except as noted in Paragraph 4 above. Overweight collections <br />and collections beyond the once a week pickup by the City may <br />be provided by agreement with the contractor and shall be based <br />on the container (dumpster) rates for similar amounts of refuse <br />and frequency of collection.
