That no charge shall be made for installing a water service if the <br />applicant installs the water service at his own expense, to the satisfaction <br />of the Director of Public Works. <br /> <br />3. That the following rates are to be charged prior to installation of a <br />water meter, for each water meter installed on any water service installed by <br />other than the Water Division of the Department of Public Works, as provided <br />for in Section 39-19 and 39-25(j) of the Santa Ana Municipal Code. <br /> <br />D.
