REL: <br /> <br /> _RESOLUTION NO. 91- 020 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ESTABLISHING <br />THE WILLARD PERMIT PARKING DISTRICT <br /> <br />2/5/91 <br /> <br /> WHEREAS, pursuant to Article XI (commencing with Section 36- <br />480) of Chapter 36 of the Santa Ana Municipal Code, the City <br />Council of the City of Santa Ana is authorized to adopt resolutions <br />establishing Permit Parking Districts wherein parking restrictions <br />apply to all vehicles except vehicles which have been issued <br />parking permits pursuant to said Article; and <br /> <br /> WHEREAS, this Council finds and determines that the Willard <br />residential neighborhood is in need of parking restrictions to <br />protect its integrity from the intrusion of vehicular parking <br />incidental to commercial and governmental activities, to allow for <br />adequate emergency vehicle access, to counter the visually <br />blighting effect of highly intensive on-street parking, and to <br />discourage overcrowding of dwelling units; and <br /> <br /> WHEREAS, it is necessary to provide for the exemption from <br />such parking restrictions, through the provision of a permit <br />parking system, for residents in single-family and two-family <br />dwellings and for residents in federally funded low income rental <br />projects, in order to avoid the undue hardship on such residents <br />which would otherwise result due to the nonavailability of adequate <br />on-site parking; and <br /> <br /> WHEREAS, it is necessary to extend such parking restrictions <br />and corresponding permit parking system beyond the Willard neigh- <br />borhood proper in order to protect nearby areas from increased <br />demand for on-street parking due to the parking restrictions in the <br />Willard neighborhood; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. The Willard Permit Parking District is hereby esta- <br />blished, to consist of that area of the City of Santa delineated on <br />the map attached hereto as Exhibit A and incorporated herein by <br />this reference. <br /> <br /> 2. No person shall park any vehicle between the hours of <br />2:00 a.m. and 6:00 a.m. on any portion of any street within the <br />Willard Permit Parking District as to which signs have been <br />erected indicating the application of permit parking restrictions, <br />except persons who are entitled to a permit to park on such street <br />or portion thereof pursuant to this resolution and who display such <br /> <br /> <br />
