permit in accordance with section 36-488(a) of the Santa Ana <br />Municipal Code. <br /> <br /> 3. The Executive Director of Public Works is hereby <br />authorized to determine which streets or portions thereof within <br />the Willard Permit Parking District shall be restricted to permit <br />parking in accordance with section 2 of this resolution and to post <br />appropriate signs giving notice of such restriction. <br /> <br /> 4. The Executive Director of Public Works is further <br />authorized to designate areas within the Willard Permit Parking <br />District where permit parking privileges within any such area are <br />limited to persons who reside within such area and who are <br />otherwise eligible for a permit under this resolution. The <br />Executive Director of Public Works may design and issue permits in <br />a manner appropriate to effectively enforce any such limitation. <br /> <br /> 5. Persons entitled to a permit to park in locations subject <br />to permit parking restrictions pursuant to this resolution include <br />and are limited to the following: <br /> <br /> (a) Any person who is licensed to drive a motor vehicle and <br />who resides in a single-family dwelling or a duplex (two-family <br />dwelling) located on any lot in the Willard Permit Parking District <br />which does 'not have more than two dwelling units located on it, <br />provided that not more than two permits may be issued at any one <br />time to the residents of any one dwelling unit. <br /> <br /> (b) Any person who is licensed to drive a motor vehicle <br />and who resides in a low income rental housing project located <br />within the Willard Permit Parking District which has received <br />federal financial assistance or subsidy through the FHA Mortgage <br />Assistance Program or the "Section 8" new construction program, <br />provided such project continues to provide housing which is <br />affordable to persons of low income, and provided further that not <br />more than one permit may be issued at any one time to the residents <br />of any one dwelling unit. <br /> <br /> 7. No guest parking permits shall be issued in the Willard <br />Permit Parking District for exemption from the parking restrictions <br />imposed by this resolution. <br /> <br /> 6. In that area of the City which is included in both the <br />Washington Square Permit Parking District and the Willard Permit <br />Parking District, the parking restrictions and permit system <br />established by Resolution No. 87-57 of this Council for the <br />Washington Square Permit Parking District shall remain in full <br />force and effect in addition to. the parking restrictions and permit <br />system established by this resolution for the Willard Permit <br />Parking District; provided, however, the Executive Director of <br /> <br />2 <br /> <br /> <br />
