6/4/03 LES Section 4. A new Article II, Section 5 shall be added to the bylaws, entitled "Executive Director", with any following sections renumbered accordingly. This new section shall read as follows: "Executive Director. The Executive Director of the Authority shall have general supervision over the administration of Authority business and affairs, subject to the direction of the Authority. He/she shall be charged with the management of the housing projects of the Authority. He/she shall have the care and custody of all funds of the Authority and shall deposit the same in the name of the Authority in such bank or banks as the Authority may select. He/she shall sign all legal documents on behalf of the Authority, including but not limited to, contracts, deeds and other instruments authorized by the Authority. He/she shall sign all orders and checks for the payment of money and shall pay out and disburse such moneys under the direction of the Authority. Except as otherwise authorized by resolution of the Authority, all such orders and checks shall be countersigned by the Chairman. He/she shall keep regular books of accounts showing receipts and expenditures and shall render to the Authority, at each regular meeting (or more often when requested), an account of his/her transactions and also of the financial condition of the Authority." Section 5. Article III, Section 1 of the bylaws is amended to read as follows: "Re,qular Meetin,qs. The Authority shall meet in the Council Chambers of the Santa Ana City Hall, 20 Civic Center Plaza, Santa Ana, California, at 6:00 P.M., on the first Monday of each month, when the City Council meeting is called to recess. In the event such date shall fall on a legal holiday, the regular meeting shall be held on the next succeeding regular day. Section 6. The Secretary is hereby instructed to certify said Amendments to the bylaws and cause the same to be filed and kept in the principle office of the Housing Authority of the City of Santa Ana, 20 Civic Center Plaza, Santa Ana, California, for inspection by all persons interested therein, and to the public generally. Section 7. A clean copy of the new amended bylaws is hereby attached and incorporated herein for reference.
