submarine outfall should be reduced if possible"; end <br /> <br /> ~REAS, as a temporary expedient, it is recommended that <br /> sewage effluent be pumped onto sandy land for spreading to divert <br /> the excess flow to land disposal; and <br /> <br /> ~SIEREAS, meetings have been held with the Health Department <br /> and California Water Pollution Control Board and have obtained ten- <br /> tative approval for such land disposal; and <br /> <br /> ~EREAS, the City Council is informed and believes that the <br />earliest date for the delivery of a pLunp of the type required is <br />24 weeks and tae earliest date on the delivery of the motors of the <br />type required is 30 weeks from the placing of a firm order which time <br />periods will expire as the anticipated peak flows in the spring of <br />1952 reach the treatment plant and that if no arrangements have been <br />made for diversion, a serious health menace will be created along the <br />Orange County Coastline and in the residential areas near the mouth <br />of the Santa Aha River; <br /> <br /> NOW, THEREFORE, BE IT RESOLI~D: That there is and the City of <br />Santa Ana finds, determines and declares, that a grievous menace to <br />public health and an aggravated public nuisance will exist unless ade- <br />quate mesns for land disposal of sewage effluent are obtained, that <br />the same must be ordered at once to be available for the peak loads of <br />sewage during the spring and summer of 1952 and further declares that <br />public interest and necessity demand the immediate expenditure of pub- <br />lic money to safeguard life and health in the County of Orange; <br /> <br /> BE IT FURTHER RESOL\~D: That this great public calamity and <br />menace to life and health can be controlled and minimized if adequate <br />facilities are made available to provide land disposal for sewage ef- <br />fluent; <br /> <br /> BE IT FURTHER RESOLVED: That an order be immediately placed <br />for the purchase of a wet well sewage pump, four to five thoussnd <br />gallon capacity, equipped with an electric motor of twenty-five to <br />thirty horsepower and sludge pump and that negotiations be undertaken <br /> <br />-2- <br /> <br /> <br />
