Directs department hoad~ indicated by the City Council <br /> as reporting to him in the executiou of the policies of the City Council. <br /> R~ceives estimates of budget expenditures from department heads, and pre- <br /> p,~-res an annual budget for presentation to the City Council, with recommendations <br /> as to increases, decreases, changes or transfers which Wou~d be mmde in the <br /> budget, Confers with department heads as to work load data, needs for capital <br /> expenditures, maintenance costs, program ne~ds and other information needed for <br /> decisions on budget items. <br /> Supervises expenditure of funds and execution of functions, presenting to <br /> the City Council recommendations for such transfers~ increases~ decreases or <br /> other changes as may be required by changing conditions during the year. At <br /> the request of the City Council~ represents the City in negotiations on con- <br /> tracts for performance of services for the City or in relationships with other <br /> gover~ental Jurisdictions. <br /> Develops and recommends orderly programs for public improvement projects <br /> in accordance with the needs of the City and the economic situation of the City. <br /> Attends meetings of the City Council and reports on or discusses actions <br />submitted for action by the City Council and informs the City Council of any <br />actions of which, in his Judgment, the City Council should be informed. <br /> Hears complaints and grievances against the City by citizens and takes <br />necessary steps to satisfy the citizen. Cooperates with community organizations~ <br />the press and other public groups to insure satisfaction with the efficiency <br />and economy of city operation. <br /> Recommends interchange of personnel, equipment~ machinery between depart- <br />merits to facilitate performance of work in an e£ficient and economical manner. <br /> Prepares reports and surveys; develops ordinances and proclamations for~the <br />City Council; answers mail and communications to the City and reports to the <br />City Council. <br /> <br /> <br />
