KESOLUTION NO. 5057 <br /> <br />A RESOLUTION DECLARING AN EMERGENCY, AUTHORIZING T~E IMMEDIATE <br />PURCHASE AND INSTALLATION OF APPROXIMATELY 4500 FEET OF VITRI- <br />FIED CLAY ~EWER PIPE AND THE EXPENDITURE OF ONE THOUSAND DOLLARS <br />TO EDUCATE THE PUBLIC ON METHODS OF REDUCING THE OV~LOADING <br />OF THE SEWERAGE LINES BY THE CONSERVATION OF WATER NEEDLESSLY <br />DEPOSITED THEREIN <br /> <br /> WHEREAS, there now exists in the City of Santa Ann, an emer- <br />gent condition resulting from the overloading of the sewerage lines <br />in the southern part of the City of Santa Ann, particularly on Delhi <br />Read, to the point where raw sewage is running out of and overflow- <br />ing the manholes and running down the gutters; and <br /> <br /> WHEREAS, the sewage contributed to the lines ia this area is <br />in excess of the capacity of the lines and is now being diverted into <br />the Delhi Drainage Ditch to prevent raw sewage from overflowin~ into <br />the gutters of the public streets of this City; and <br /> <br /> W~m~EAS, the City is now employing two men to chlorinate the <br />sewage in said drainage ditch and to patrol said ditch to prevent, so <br />far as possible, children from playing in and about said ditch and <br />said sewage; and <br /> <br /> WHEREAS, it has been determined to be possible to control said <br />overloading of the sewerage lines and said overflow of raw sewage to <br />prevent an epidemic and the presently existing extreme health menace <br />and the public nuisance by constructing a 12" line for approximately <br />$500 feet along Edinger Street to relieve said overloading; and <br /> <br /> W~tEAS, it is considered desirable to inform the public in <br />the City of Santa Ann of the waste of water that is unnecessarily <br />deposited in the sewerage system and the methods of curtailing and <br />reducing the same for the purpose of relieving the overload on the <br />sewerage system; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That there is and the Council <br />of the City of Santa Aha hereby finds, determines and declares that a <br />great public calamity, a grievous menace to public health and an aggra- <br /> <br /> <br />
