rated public nuisance exists, created by the disaster of the sewer <br /> lines in the southern part of the City of Santa Aha overflowing the <br /> manholes and running raw sewage i~to the gutters amd down the pub- <br /> lic streets and by the necessary by-passing and/or dumping of raw <br /> sewage into an open drainage ditch on Delhi Road and the Council <br /> further declares that the public interest and necessity demand the <br /> immediata axpenditura of public money to safeguard life and health <br /> in Santa Ana. <br /> <br /> BE IT FURTHER RESOLVED: That this great, public calamity can <br />be controlled, terminated and prevented from continuance or recur- <br />rence by the construction of a 12" sewer line along Edinger westerly <br />from Bristol Street approximately ~500 feet and the City Engineer is <br />hereby authorizsd, directed and ordered to Immediately buy the neces- <br />sary vitrified clay pipe and to ~mmediately do the necessary work of <br />installing the same along Edinger Street approximately ~500 feet <br />westerly from Bristol Street and to connect the same with the exist- <br />ing sewars so as to relieve the overload on the sewerags system in <br />the southern part of the City of Santa Ana. <br /> <br /> BE IT FURTHER RESOLVED: That said Engineer proceed to carry <br />out this order and do this work without any delay and without comply- <br />ing with the requirements of Title ~, Division 3, Part 2, Chapter 6, <br />of Article I. <br /> <br /> BE IT FURTHER RESOLVED: That the City Engineer immediately <br />study, outline and institute a program of information and advertis- <br />ing to apprise the people of the City of Santa Aha of the serious <br />sewer overloading, of the manner in which water is unnecessarily <br />placed in the sewer lines and of methods of reducing the amount of <br />water so placed in the sewer lines and requesting the voluntary <br />operation in the reduction of such water waste to relieve the over- <br />loading of the sewerage lines in said City and the sewerage works <br />connected therewith; said advertising and information service not to <br />exceed the sum of One Thousand Dollars ($1,000.00). <br /> <br /> <br />
