~REAS, it is contemplated that at least two years will be the <br />period of time reasonably necessary for said County Sanitation Dis- <br />tricts to construct and complete said land and marine Outfall 8ewer <br />and such additional facilities as *?ill enable them to receive, treat <br />snd dispose of all se*.~ge arising ~*ithin the boundaries of said <br />Cities and Sanitary Districts, and <br /> <br /> hEqER%AS, the said Cities and Sanitary Districts have caused a <br />survey to be made by C. 9. Oillespie, consulting engineer, to ascer- <br />t~,in what facilities can be utilized or what provisions can be made <br />by ¢&id Cities and Sanitary Districts to take care of said se?rage <br />disposal during the interval of time required by the County Sanitation <br />Districts to construct and complete said land and marine outfall sewer <br />and such additional facilities as may be required to treat and dispose <br />of said se~ge, and <br /> <br /> :'~ER£AS, the said C. 9. Oillespie has made a study o£ the exist- <br />ing treatment facilities and of other methods which may be adopted <br />&nd used by said Cities and Sanitary Districts to adequately treat <br />e.ud dispose of said se~..rage during said two year interval, and <br /> <br /> ?~E%EAS, said C. G. Oillespie has heretofore filed with the <br />executive committee of said Joint Outfall Sewer of Orange County, <br />California, his report and reco~uendation and has made the following <br />recomn~ondations: <br /> <br /> 1. That the peak flows be equalized in the lower end of <br /> the ;;agnolia Trunk Sewer (,,rhich is the 78 inch pipe) and it be <br /> used to reservoir some part of the high flows, and that this be <br /> accoml)lished by either manual or electrical control of the <br /> operation of the };agnolta p~mps. <br /> <br /> 2. That enough of the peak flows leaving the treatment <br /> plant be diverted to settling basins and spreading land below <br /> the treatment plant, sufficient to hold the peak flows to the <br /> ocean at its current level of about 18 to 20 m.g.d. <br /> <br /> $. That there be obtained the necessary acreage to <br /> <br /> <br />
