(b) Merit Advancements. An officer or employee shall be considered for <br />advancement from step C to step D or from step D to step E upon the comple- <br />tion of the required length of service as provided In Section 2 hereof; the <br />effective date of such merit Increase, If granted, shall be the first day <br />of the month following the completion of such required length of service. <br />Advancement to either step D or step E may be granted only for continued <br />meritorious and efficient service and continued Improvement by the offlcer <br />or employee In the effective performance of the duties of hls or her position. <br />Such merlt advancement shall require the f011owlng: <br /> <br /> (1) There shall be on file in the office of the Director of Personnel <br /> a copy of each perlodlc efficiency or performance report requlred to <br /> be made on the officer or employee by the department head during <br /> the perlod of service tlme of such officer or employee subsequent <br /> to his last salary advancement. This requirement shall Include <br /> copies of all periodic reports required by Civil Service Rules and <br /> Regulations and/or the City Manager. <br /> <br /> (2) The head of the department In which the officer or employee Is <br /> employed shall, at least twenty days prior to the anticipated com- <br /> pletion of such officer er employeets required length of servlce, <br /> file with the City Manager a statement recommending the grant or <br /> denial of the merit Increase and supporting such recommendation <br /> wlth speclflc reasons therefore. The officer or employee shall be <br /> notlfled by the department head as to such recommendation and shall <br /> be lnformed of the reasons therefore. <br /> <br />(3) The recommendation of the department head and the approval or <br />disapproval of the City Manager shall be forwarded to the City Councll <br />for thelr consideration and actlon. No advancement In salary above <br />step C shall become effective until approved by minute order of the <br />Clty Councll, except when placement on a salary step above step C <br />results from a promotion under the provisions of Section 9 herein. <br />(c) Length of Service Re2ulred When Advancement Denled. When an officer <br />or employee has not been approved for advancement to the next higher salary <br />step, he or she may be reconsidered for such advancement after the completion <br /> <br />-71 <br /> <br /> <br />
